Kuroiso was an independent town in Tochigi Prefecture. It functioned as a municipality with its own local government until it merged with the neighboring town of Haga in 2005 to form the new city of Nagano.
Kuroiso developed during the Edo Period as a trading center and post station along major trade routes. The town maintained its importance as a regional center throughout the modern period until it merged in 2005.
