The shrine was built in 1958 to honor workers who died constructing the Central Cross-Island Highway. Over 200 laborers lost their lives during this dangerous mountain road project that took place from 1956 to 1960.

Visitors reach the shrine by walking a mountain path that passes through several tunnels, taking approximately 20 minutes to complete. Buses from Hualien station provide transport to the Taroko park entrance where the trail begins.
