The area was originally a flat plain inhabited by Babuza people until settlers from Quanzhou in Fujian arrived approximately three centuries ago. This migration transformed the landscape and established permanent communities.

The Puyan System Interchange connects Freeway 1 and Expressway 76, offering a major entry point to the area. Exploring the region by car works best since settlements and sites are spread across the countryside.
The area produces a significant portion of Taiwan's milled long-grain glutinous rice, making it a primary center for this specialized crop. Rice fields define the landscape and drive the local economy.
