The 臺南市第二期平實營區重劃區, also known as the Pingshi Second Phase Redevelopment Zone, is an urban renewal area in the East District of Tainan, bordering Yongkang District. The project brings together residential blocks, commercial spaces, and public facilities on land that sits close to National Cheng Kung University and several hospitals.
The land served for decades as a base for the Army's 54th Engineering Group and housed Jinzhong Third Village, a settlement built in 1965 for soldiers and their families. After Taiwan ended martial law, the base was gradually vacated and the site was designated for civilian redevelopment.
The area was once closed to the public as a military base, and the gradual opening of its streets to civilian life is still visible in the mix of new buildings and older structures. Residents of nearby neighborhoods now use the parks and public spaces that were previously inaccessible to them.
The zone sits close to main roads in the East District and is easy to explore on foot or by bicycle between the university, the parks, and the surrounding streets. Since parts of the redevelopment are still ongoing, the look and accessibility of certain sections may vary depending on where construction stands.
At the center of the redevelopment sits an ecological park that kept a number of trees from the original military grounds, which now grow alongside new buildings. Walking through it gives a clear sense of how the old base looked before the civilian transformation began.
