The memorial hall opened in 2018 after a two-year renovation project by the Cultural Affairs Bureau of Tainan City Government, costing NT$23 million.

The memorial hall maintains regular exhibitions and educational programs, with convenient access from Liuying Station of Taiwan Railways.
The coffee shop section of the complex occupies the exact location where Liu Chi-hsiang once maintained his personal art studio.
