The province consists of seven rural districts and one main city, all connected by waterways and highways. Most settlements sit close to sea level, so flooding can occur during the rainy season.
A coastal nature reserve protects migratory birds and wetlands within the larger biosphere reserve. Local fishermen still use traditional methods along the shallow coastal waters.
