Construction started in 2003 but faced delays over the following two years before completion in early 2006. The project arrived as part of Guangzhou's rapid expansion and modernization efforts.
The Guangzhou Design Institute incorporated contemporary design elements that represent the rapid urban development of Chinese metropolitan areas in the 21st century.
