Tin Shui Wai North Public Library opened on 20 December 2006, the second public library in Tin Shui Wai after the earlier town library closed. At the ceremony, Leisure and Cultural Services Department director Chow Tat-ming and Yuen Long District Council chairman Tang Siu-tong told stories to child readers. In 2012 an Electrical and Mechanical Services Department test found its bacteria and carbon dioxide levels above standard. A 2023 proposal would move it to a new district library building near Tin Yip Road.

The library holds collections in both Chinese and English, reflecting Hong Kong's bilingual educational approach. Materials cover diverse subjects and age groups, serving the multilingual needs of the local community.
