The park encompasses a northern section with tennis courts and a plaza, while the southern area contains a baseball field and Koto Civic Hall.

The land served as a lumber storage facility for the shogunate administration before its transformation into a public park in April 1932.

The park maintains a connection to its past through a recreated mini lumber storage structure that demonstrates traditional water-based timber storage methods.

Visitors can reach the park via Sumiyoshi Station on both the Toei Shinjuku Line and Hanzomon Line, with no entrance fees required.

A 300-meter stream constructed from natural stone materials flows through the park, creating water features throughout the grounds.
