The Nihon Kai Naval Battle Memorial stands at the summit of Mount Omine and features a bronze structure that replicates the deck layout and main guns of the battleship Mikasa. The design creates the impression of standing on a warship in miniature form.

The memorial commemorates the Battle of Tsushima in 1905, when Admiral Togo led the Imperial Japanese Navy to victory against the Russian Baltic Fleet. This naval conflict transformed Japan's position as a military power in East Asia.

Two copper plates display Admiral Togo's portrait and signal flags on the memorial walls. These elements reflect how the Japanese navy valued leadership and communication during this period of military history.

The memorial can be reached from Tsuyazaki Bridge bus stop with a walk of about 30 minutes, and parking for approximately 60 vehicles is available at the base of the mountain. The climb may require some physical effort, so comfortable shoes are advisable.

Admiral Togo initially opposed naming the site Victory Monument, preferring to honor the fallen from both sides rather than emphasize triumph. This choice reveals how he viewed military honor as extending beyond simple battlefield success.
