The site was founded in 1866 by merchant Mogi Sobeh and officially opened in 1886 under the direction of Nagayo Sensai. This opening established the grounds as one of Japan's early botanical collection sites.
The garden hosts an annual Plum Festival from January to March, where visitors experience traditional tea ceremonies, taiko drum performances, and concerts among the trees. These celebrations bring together people who value the connection between nature and Japanese arts.
