The venue was established with support from the Mitsui Sumitomo Insurance Cultural Foundation to promote cultural activities throughout Nagasaki Prefecture. It plays a role in developing the cultural offerings available to the region.

The building provides four rehearsal rooms equipped with pianos, synthesizers, and percussion instruments. Musicians can use these spaces at no cost during their visit to the venue.
The dressing areas are filled with natural light and feature both Japanese-style and Western-style options. Both versions include illuminated mirrors to help performers prepare comfortably before going on stage.
