The district received its name from King Cetshwayo kaMpande, who led the Zulu Kingdom from 1872 to 1879 and commanded forces during the Battle of Isandlwana.

The district maintains strong Zulu cultural identity, with 89 percent of its 907,519 residents speaking Zulu as their first language according to census data.

The municipality operates through a network of administrative offices across its territory, providing essential services to communities at an elevation of 331 meters.
