The park opened in 1995 as Texas's first municipal water park, starting with three body slides, a river, and a swimming pool. Attractions were gradually added over the years to expand the visitor experience.

The park's name plays on the chemical formula for water, and its mascot Al Gator gives the smokehouse grill its name. Guests can watch "dive in" movies from the water, a feature added in the park's early years. The Stream, a shallow channel of water running from the entrance toward the middle of the park, let visitors cool their feet instead of walking on hot Texas concrete; the entrance jets were removed in 2022.
