The park's name originates from railroad tycoons Villard, Endicott, and Tollman, who constructed the initial railroad through this section of Oregon.

Native American tribes of the Columbia River region maintained settlements in this area, utilizing the river's resources for fishing and transportation.

The park provides 56 electrical campsites with hot showers, flush toilets, and direct access to the Historic Columbia River Highway State Trail.

The park contains multiple waterfalls, including Cabin Creek Falls and Hole-in-the-Wall Falls, connected by a 5.6-mile paved trail through moss-covered forest.
