The complex was established in 2013 following the discovery of mass graves during construction work in the area. The project was developed with support from the Heydar Aliyev Foundation to document and preserve this historical record.

The building incorporates two angled entrance points that lead into a central hall housing a stone memorial. This architectural arrangement creates a journey through space that draws visitors toward the commemorative heart of the structure.
