Sir Robert Ho Tung, a prominent businessman, purchased the mansion in 1918 and lived there during World War II before eventually donating it to serve the public. This gift turned a private residence into a significant cultural institution for the city.

The library is open Tuesday through Sunday from 8 AM to 8 PM, with Monday hours starting at 2 PM. The location is easy to reach on foot and provides quiet reading spaces for visitors of all ages.
