Kwai Luen Estate is a public housing development with four residential blocks positioned along Kwai Luen Road and Kwai Shing Circuit in the Kwai Tsing District. The complex accommodates thousands of people and represents part of the city's housing provision for middle and lower-income families.

The estate opened in 2011 with two initial blocks, followed by additional units completed between 2013 and 2014 to meet growing housing demand. This phased expansion was part of the city's effort to provide more affordable housing options.

Water quality testing in 2015 revealed elevated lead levels in the complex's supply system, prompting a major overhaul of water infrastructure. This discovery led to stricter monitoring and improvements in how the water reaches homes throughout the estate.
