Higashitsugaru District is an administrative area in northeastern Japan that includes four towns: Hiranai, Imabetsu, Yomogita, and Sotogahama. The region combines coastal zones and inland plains where forests, farmland, and fishing areas blend together across the landscape.

The area was established on October 30, 1878, when it was reorganized from the former Tsugaru District during Japan's Meiji reforms. This restructuring was part of a nationwide effort to modernize the country's administrative system.

The four towns maintain local traditions through seasonal festivals, fishing practices, and farming that shape daily life in the region. You can see these customs reflected in how people use public spaces and celebrate together throughout the year.
