Basarab Tower was a 114-meter-tall building with 23 floors that was specifically constructed to test elevator systems. It contained eight testing shafts and laboratories where elevators could be examined under controlled conditions for safety and performance.
The tower was built in 1988 as part of Romania's industrial development program to advance testing capabilities. It was primarily used to certify elevator systems for major infrastructure projects across the country.
