Construction was completed in 1931 and the building initially served as a venue for displaying educational achievements during Japanese colonial rule. After 1946, it housed the Taiwan Provincial Consultative Council before eventually transitioning to museum operations.
The building was designed by engineer Kaoru Ide, a figure from the colonial era whose work shaped Taipei's architectural character. The blend of modern and colonial styles remains visible today in the facade details and interior layout.
