The site was originally established in 1908 as a public market and experienced a fire in 1978 that led to reconstruction. The location was transformed into its current form in 1990.
The second floor features a Southeast Asian Shopping and Food Court where visitors can taste Vietnamese coffee, satay, and regional specialties from across the region.
The building features accessible facilities, elevators, and an underground parking lot for convenient navigation through the complex. Information kiosks help visitors orient themselves within the large space.
The Taiwan International Labor Association established its presence in 2016, contributing to the development of this Southeast Asian cultural exchange center.
