The museum opened in 2005 inside a former building that once belonged to Taiwan Railways Administration. Local cultural groups worked to convert this railway structure into a space to celebrate the artist's legacy.
Liu Hsing-chin created characters like Ah-san and Big Auntie that capture everyday Taiwanese life and show how families and neighbors interact. These figures became familiar to people because they reflected real situations and local customs.
The museum sits near Neiwan Station on the Taiwan Railways, making it easy to reach by train. Visitors can walk around the exhibits comfortably and take time to understand the interactive displays about how comics are made.
Beyond his comic work, Liu was also an inventor with more than 140 creations to his name. The museum displays patents and designs for everyday items like mechanical pencils and collapsible umbrella covers alongside his cartoon art.
