The foundation took place in 2002 through a presidential decree with support from German universities including Stuttgart and Ulm. The first students began their studies that same year in temporary spaces before the current campus was built.

Many buildings carry names of German partner institutions and show through their architecture a connection between European and local building traditions.

The grounds feature a solar park that serves as a hands-on learning space for renewable energy studies. The installation provides power to parts of the campus while also being used for student research projects.
