Architect Mimar Kemaleddin Bey completed this building in 1930, marking a transition period between Ottoman architectural elements and modern construction methods in Turkey. The structure reflects the shift from traditional to contemporary building techniques of that era.
The building houses the Küçük Theater with 467 seats and the Refik Ahmet Sevengil Theater Library, which holds an extensive collection of play scripts. These two cultural institutions make the place an important center for theater arts and dramatic literature in the city.
