The building was completed in 2010 from a collaboration between architectural firms Nikken Sekkei and Docon. Construction was carried out by Obayashi Corporation and regional partners, reflecting the approach to Japanese corporate architecture at that time.
The center houses the headquarters of North Pacific Bank and reflects the economic strength of the Hokkaido region. It shapes the appearance of Sapporo's business district and shows how financial institutions establish their presence in the city.
