The memorial project began in 1987 when veteran Roger Durbin approached Representative Marcy Kaptur, leading to the World War II Memorial Act signed in 1993.
The Freedom Wall displays 4,048 gold stars, with each star representing 100 Americans who lost their lives during World War II combat operations.
The National Park Service maintains this memorial site, which remains accessible to visitors throughout all hours of the day throughout the year.
President Franklin D. Roosevelt's D-Day prayer was incorporated into the memorial during a ceremony on June 6, 2023, marking Normandy landings' anniversary.
