The building was completed in 1975 to house administrative operations when City Hall could no longer accommodate all functions. Following the relocation of council operations in 2006, the structure underwent significant renovations.
The building transformation from Northbank Plaza included converting the underground retail area into a public library during the early 1990s.
The site is easily accessible by public transport and provides parking options for visitors. The public library located below ground level offers a comfortable place to spend time indoors.
