Wealthy oil businessman Musa Naghiyev commissioned Polish architect Jozef Ploszko to construct this building in 1913 as a memorial to his son Ismayil.

The structure serves as the headquarters of the Presidium of Azerbaijan's Academy of Sciences, contributing to the nation's scientific research initiatives.
