Construction of the headquarters for Azerbaijan's state oil company began in 2010 and finished in 2016. The project marked a period of economic growth and modern urban development in the city.

The building is visible and easily accessible from the public plaza but does not offer public access to the interior. Visitors can admire and photograph the striking architecture from the outside.
The tower was designed by a South Korean architecture firm that incorporated curved lines to symbolize Azerbaijan's natural resources and energy. The structure can withstand earthquakes up to magnitude 9 and winds reaching 190 kilometers per hour.
