The original complex, completed in November 1984, served multiple government departments until some offices relocated to the new Tseung Kwan O complex.

The facility houses various government departments including the District Office, District Council Secretariat, Food and Environmental Hygiene Department, and Post Office.
In July 2006, lightning struck the building's rooftop during a thunderstorm, causing concrete fragments to fall, yet no injuries occurred due to rain conditions.
