The pavilion opened in November 2015 to commemorate 25 years of German reunification and 70 years of South Korean independence. This timing marked a significant moment in bilateral relations between the two nations.

The building was modeled after Seoul's Sangnyangjeong pavilion from Changdeokgung Palace, merging Eastern and Western design languages. Sections of the former Berlin Wall remain in the surrounding area, serving as reminders of the city's divided past.
