The Niyamasabha Mandiram is a legislative building in Palayam spanning five floors with a central assembly hall at its core. The main hall features teak and rosewood panels rising to approximately 95 feet (29 meters), creating an imposing space for parliamentary proceedings.
The complex was established in 1979 after the previous legislative space became insufficient for growing needs. President Neelam Sanjeeva Reddy laid the foundation stone for this new site at Palayam.
The building blends Kerala's traditional architectural language into its spaces through classical columns, landscaped gardens, and water features that visitors encounter throughout. Walking through reveals how these local design elements integrate naturally with the legislative function.
The building houses a main assembly hall with about 140 amphitheater-style seats for legislators and eight public galleries for visitors to observe proceedings. Modern systems including electronic voting and microphones support the legislative work within.
The site was built on the grounds of the former Travancore Army headquarters, and two museums within the complex now present exhibits about Kerala's legislative history and government operations. These museums offer visitors a broader understanding of how the region's administration has evolved.
