Forest City occupies four artificial islands near the Straits of Johor, containing residential towers, commercial zones, and leisure facilities across a large area. The apartment high-rises stand widely spaced from each other, with many unused ground floors and sparse street furniture.
Construction began in 2016 as a large-scale venture by a Chinese developer intended to attract international buyers. Shifting capital controls in China and restrictions on foreign property ownership in Malaysia later slowed sales and settlement.
The development features street signs and public notices in multiple languages, reflecting the cross-border character of the project. Few ground-floor shops open regularly, as the small resident population provides insufficient support for the commercial infrastructure.
Visitors can move freely through public roads and walkways, although many residential tower entrances remain closed. Shaded areas are rare, so early morning or late afternoon visits help avoid intense heat.
A golf course and artificial beach sit within the complex, yet they see only sporadic use and often appear deserted even on weekends. Some towers have never held an official opening ceremony, despite being completed for years.
