Construction began in 1996 but stalled when the developer went bankrupt, prompting residents to organize through the Chartowo Investors Association. The building was eventually completed through resident efforts to finish the project.
The architectural design by Krzysztof Frąckowiak, Aleksandra Kornecka, Stanisław Mikołajczak, and Katarzyna Weiss represents modern Polish residential architecture.
The building has multiple entrances serving different sections for easy navigation through the structure. An underground garage provides parking for residents and visitors, making vehicle access straightforward.
In 2003 reports emerged suggesting the building might lean slightly, but engineers confirmed this was completely normal and safe for this type of structure. The incident briefly made the tower a topic of local concern before being resolved.
