A French construction company called Bouygues built the original palace in 1997 as part of the capital's early development. The building was later reconstructed between 2008 and 2011 to update its facilities and systems.

The interior halls display traditional Turkmen carpet patterns woven into the architectural elements and decorative features. These designs reflect a centuries-old craft tradition that shapes how the spaces look and feel.
