The National Library of Public Information is a seven-story institution with five above-ground levels and two basement areas. The building features multiple reading spaces, multimedia sections, exhibition galleries, and a conference center, all connected by grand staircases and landscaped courtyards.

The institution was founded in 1923 as Taichu Prefectural Library and went through several name changes before becoming the National Library of Public Information in 2013. These transformations reflect the region's complex history and its evolving role in information services.

The library holds old Japanese books, early newspapers, and digital archives that document Taiwan's history and culture. Visitors can explore historical documents and materials that reflect the region's cultural memory.

Access throughout the building is well-designed, with clear landmarks and open spaces that make navigation straightforward. Visitors should allow plenty of time to explore the different collections and exhibitions they encounter while moving through the space.

The exterior features pearl-white round mosaic tiles of varying sizes that reflect light in striking ways. Each floor presents visual elements that correspond to the external views, creating a visual link between the interior and the surrounding landscape.
