The park's development began in 1982 on the former site of Aomori Prefectural Central Hospital, leading to its initial opening in June 1985.
The arboretum section displays trees and flowering plants that represent each municipality within Aomori Prefecture, connecting residents to their regional identity.
The park contains multiple zones including a relaxation area with benches, a playground in the southwestern corner, and a convenience store in the northwestern section.
This urban green space marks the terminus of both National Route 4 and National Route 7, with monuments indicating the end points of these major highways.
