The facility opened its doors in 1987 as Hyogo Prefecture North Harima Leisure Village and transitioned to municipal management by Taka Town in 2012.

The garden incorporates traditional Japanese landscaping elements alongside modern amenities, including exhibition spaces showcasing local copper refinery heritage.

The garden operates daily from 9:00 AM to 5:00 PM without entrance fees, offering parking facilities and public transportation access for visitors.

The complex includes adjacent sports facilities with golf courses, tennis courts, baseball fields, and seasonal rose festivals in spring.
