The land was purchased in the 1930s by a private owner who reshaped it with Italian garden designs and stonework. These early transformations established the property's distinctive layout before it eventually became a public space.

The gardens serve as a community gathering place where people come together to explore plants and learn gardening practices. Programs and workshops held here bring local residents into regular contact with each other throughout the seasons.

Admission is free and the grounds are open daily, allowing flexible visit times. Facilities include public restrooms and picnic areas, making it easy for visitors to spend a few hours or an entire day exploring.
