The structure combines reinforced concrete beams and columns with solid clay brick walls, with heights ranging between 4 and 15 meters (13 and 49 feet).

Venezuelan architect José Fructoso Vivas designed this building in 1966, merging modern architectural approaches with established construction techniques. This project reflected the blending of contemporary design with proven local craftsmanship.
