The city has a council–manager government: the mayor sits as a council member-at-large and presides over all city council meetings, with a Mayor Pro-Tem presiding if the mayor is absent. The City Manager runs day-to-day operations of municipal services and departments and maintains relations with federal, state, county and local governments.
The main entrance faces Main Street in downtown Las Vegas. The building is a working municipal office, so access follows city business rather than tourism; the council-manager government meets in council chambers, and the mayor presides over meetings as a member-at-large. The 2002 addition added a parking garage linked to the hall by a skyway.
The roof features 33 solar installations that help power the building with renewable energy. The facade has a programmable LED display that projects different light patterns across the building at night.
