The Building of the Executive Authority is a baroque palace with a symmetrical layout featuring two main floors and prominent vertical towers that rise from its central volume. Construction of this administrative palace began in 1900 under architect Józef Gosławski and was completed in 1904. The project emerged during a period when Baku's oil wealth was driving major building developments across the city.
