The Building of the Executive Authority is a baroque palace with a symmetrical layout featuring two main floors and prominent vertical towers that rise from its central volume. The structure displays horizontal divisions across its facade and incorporates decorative architectural details that emphasize its formal composition.

Construction of this administrative palace began in 1900 under architect Józef Gosławski and was completed in 1904. The project emerged during a period when Baku's oil wealth was driving major building developments across the city.

The building's central tower displays Baku's seal featuring three golden torches that represent the city's historical connection to fire and natural energy sources. Walking past, you notice how this symbol has become part of the city's visual identity and what people understand about the place.
