The Shanghai Municipal Government Building occupies 9,800 square meters and features a cross-shaped hall with broad staircases and elevator facilities across four floors.

Construction began in June 1931 but faced interruption during the Shanghai Incident of 1932, finally reaching completion in October 1933.

The building layout reflects 1930s administrative needs with a grand hall, conference rooms on the second floor, and executive offices on the third floor.

The structure contains 119 ventilation fans and 9,000 square meters of hot water pipes to regulate indoor temperature throughout seasonal changes.

The building emerged from the Greater Shanghai Plan of 1927, which designated 4.6 square kilometers in Jiangwan for a new administrative center.
