Maniyur Grama Panchayat is a local administrative unit in the Kozhikode district of Kerala. It encompasses several villages and settlements operating under a shared governance framework.

Maniyur's public schooling predates the twentieth century: Mantharathoor UP School, the first primary school in the panchayat, admitted pupils of all communities even while untouchability persisted, and Palayad LP School followed in 1880. Many primary schools begun under the Malabar District Board were upgraded between 1955 and 1959, widening access for minority and scheduled caste communities. Government HSS Maniyur opened on 1 June 1996 and became a higher secondary school after 2004.

Maniyur is one of 36 grama panchayats in Kozhikode district chaired by a woman. Its schools predate the twentieth century: Mantharathoor UP School, the first primary school, admitted all sections of society even when untouchability existed, and Palayad LP School followed in 1880.

Agricultural revitalization efforts between 2010 and 2016 successfully expanded cultivation areas from 300 to 900 acres within the panchayat boundaries.
