The building was constructed in 1896 by the Spanish Royal Corps of Engineers as the final major construction project of Spanish government in the region. Following shifts in control of the island, the structure later transitioned to serve different institutional purposes.
The building served different institutional roles in Ponce, first as a military base and later as a care facility for people with visual impairments. This shift in purpose reflects how the community adapted the space to meet changing social needs.
The building is located on Calle Castillo in Ponce's historic district and is currently not open to the public. Visitors can view its exterior architecture from the street and explore the surrounding area of the historic neighborhood.
