Hopewell Holdings began acquiring the site's three 47-year-old four-story buildings in 1980, completing the purchase in 2006. In 2007 it decided to build a 45-story residential tower with a clubhouse, which opened in the third quarter of 2010. A request to use adjacent green space as a private garden was rejected.

The development reflects Hong Kong's residential preferences with its fire separation layer on the 30th floor and the omission of specific floor numbers.

The clubhouse has an outdoor pool, barbecue area and meeting rooms. The tower stands on Lok Wo Road in Happy Valley; the surrounding streets are residential and hilly, so access is by vehicle or on foot along the slope. The 30th floor is a fire separation layer and sky garden rather than housing.
