Originally known as Estadio Fiscal for many years, the stadium was transferred to municipal ownership in the mid-1990s and has since been managed by the Los Ángeles municipality.

Located on Estadio Street near Laguna Esmeralda, the stadium is accessible via several bus lines including C29V-R, C8-R, and C12-R, with the nearest bus station just five minutes walking distance.
In August 2010, the stadium inaugurated a new synthetic athletic track with eight 400-meter lanes, replacing the old cinder track through an investment of over 337 million pesos from the National Institute of Sports.
