The tower was built between 1979 and 1983, a period when Avenida 9 de Julio was reaching completion. This construction marked an important phase in Buenos Aires' urban transformation during the early 1980s.
The building earned the nickname 'El Rulero' from its cylindrical shape, which resembles a hair roller used in styling. This playful name shows how locals have embraced the distinctive form as part of the neighborhood's character.
