The facility transformed from its previous role as Taichung County Cultural Center following the administrative merger of Taichung County and City.
The center maintains a Weaving Craft Museum that documents and displays traditional textile practices through exhibitions and educational programs.
Visitors can reach the center by taking National Highway 1 to Fengyuan Interchange, then following Zhongzheng Road to Yuanhuan East Road.
The center combines a modern architectural design with dedicated spaces for promoting local arts, hosting community events, and providing library services.
